New I9 Forms. Who has to fill?

With the new I-9 forms, is it that the employer has to fill them again for you?
Not sure-

Or is it for new employments? Please advice.

Only for new hires and for those whose I-9s need to be updated (due to expiration of work authorization, etc.)
