New I-20 needed if security clearance takes time?

Please advice:

My brother (in Pakistan & a Pakistan citizen) received his I-20 from Southern Connecticut State University (Major MPH) for fall 2005 semester. He applied for F-1 visa at Islamabad US consulate on 27th July 2005, and in the interview his visa was approved, but he did not get the passport because the embassy started his security clearance process, which is still not complete and he is waiting for his passport with US visa stamped.

Now the problem is that the MPH classes started at Aug. 29th. at Southern Connecticut State University. But most likely he will miss this semester because by the time he gets his passport (may be in Oct/Nov) it will be too late for him to join the fall semester for which his original I-20 was issued.

The school is OK he joining in the winter semester (in Jan. 2006). But the question is:

Does he need a new I-20 for the winter semester? If yes, does he need to reapply for F-1 visa because his stamped visa was issued based on the older I-20 which was for the Fall semester of 2005?

Advice will be highly appreciated.

My situation is pretty much the same.I got my visa approved on july 21st at US embassy in islamabad.I havent recieved my passport yet.My classes has already started(Aug 31st).I called the embassy yesterday and they are saying that they dont know how long its gonna take.I am requesting a new I-20 from university of maryland for the spring semester.I know winter semester is optional but i dont know if you can start your education from the winter semester.
There is no need for reapplying.Just request a new I-20 explaining them your situation.
One of my friend's visa was approved on july 7th and he hasnt received his passport yet.Please let me know when your brother recieves his passport.
