There is going to be an epic battle over this
The current president is decidedly pro big business. Since big business stands the most to gain from this (cheap labor and high skills), it seem reasonable that this bill might pass. On the other hand there are a significant number of out-of-work American technology workers. There are also a significant number of H1b's that have been laid off and a lot of us are staring layoffs in the eye. In addition, the poor job creation climate may also mitigate against such a bill (coming election and high unemployment figures).
I don't think it really affects those of us who already have H1b's.
