New H1b visa

I don't think it will be any problem since USCIS released 20K, but is she having a degree from US? Still USCIS didn't come up with anyone can apply for the H-1B now. Check the link below

Thanks for the advice..He is worried about two things :-
1. He has started GreenCard,where Federal (Labor stage) is not cleared , with wife in H4 visa status. If she starts her H1b visa process, what should happen to the GC process ? whether process get terminated or whether is it needed to start the process again ?
2. They r planning to bring her parents here from india, on b1/b2 visa category. if she starts her h1b visa processing, how soon she will get changed from H4 to H1b status ? Whether they should send (along with other documents) H4 status papers of her or H1b process started receipt of her ?
