For New H1s with a start date of Oct 05, does one needs to wait till october for stamping? Or it is possible to go for stamping right after the approval papers are received?

no. you dont have to. if you go prior oct 5th then still the validity will be from oct 5th only.

its better to apply when its within 2 months or after h1 effective date. this may prevent consular officers to ask for whether the job still exists.
