New H1 stamping (B1 to H1)

I am currently holding a B1 visa valid till 2010, I am currently not in USA. Also, my H1 is under process; kinldy help me with the following queries

1) Wht is home country for H1 visa stamping? (Country you are born in or the country you are resident of)
2) Can I travel to USA on a B1 before October 1 2006 and then goto Canada for H1 stamping?

In H1 application, your employer might have mentioned name of consulate to inform about your H1 approval. I guess that's the one known as your home country but I am not sure. I would suggest, first time stamping is better to be done at the consulate you have writtne in H1 (I-129 form) application.
