There is a new memorandum published by USCIS that has changed the employer-employee relationship. I work for a contracting company working at a client site. How will this affect me?

It depends. If your company has placed you at a client though another contracting company, then it will be an issue. Direclty placing at an end client is not a problem. In short, layering is not allowed.
