It doesn't look like Congress will act upon the already discussed H1-B legislation by Sept. 30, so it will automatically go from 190,000 to 65,000. What is not clear is how the estimated 30,000?? pending cases will count as well as Chile, Singapore free trade agreements H-1B visas will count..
Pending H1 Application will be counted towards next years
Hence there will be much fewer H1B's available next year. But we have had conflicting reports. As per Sheela Moorthy's newsletter, the 195000 limit was not supposed to be reached this year.
H1B limit doesn't affect those already in H1B status, also it doesn't affect those come here to work first time since most of them these days use Limitless L1B. The most affected community is students community who might have to wait a long time to convert from F1 to H1B.
