New Green Card renewal

My parents in law used to have green card but they went back to hongkong and returned the green card voluntarily. INS gave them 10 year visa. Now they need green card again.

I need to know :

1. Can they get green card on their own or do they need sponsership ?

2. How long it takes to get green card for parents ? My wife is US citizen .

3. Will INS expedite the process knowing that they used to have green card and they retuned it voluntarily.

4. Do we need to hire lawyer for this or we can do this on our own ?

5. What should be the best way to handle this ?

Any information will be greatly appreciated. I really really need help.

They will have to start from the beginning to get a green card. They will require family sponsorship.

Depends on your comfort level in dealing with INS/USCIS. It is quite simple to do it yourself.
