This scares me a lot because, I have seen such changes happening for duration of my case and every step added more delay right from Sep 2001....

When they started working my labor certificate, they moved everything from RIR to Non-RIR.

Some how I got labor, then when they started working on my I-140, every thing moved from CSC to TSC.

Now, when my case is current for 485 approvals, this thing comes up again...

In every step, I faced delay...very much bothering....

Internal system change

This does not seem to be a big change and looks like just an internal system change on how they maintain the background check data internaly, FBI will still do the name check ... but I agree that any little thing can disturb the precarious USCIS system.

sick with FBI name check, filing WOM.
 
It strangely sounds similar to some "centralized" database they started to
build from around May 2005.

At that time, USCIS did not really announced about it officially, I think.
But I think the Oh Law firm breaking news reported about it.
People speculated CSC was the one who took up that job and that's why
CSC got slow from 2005.

Maybe this is similar effort or they finally finished the building database
and ready to use it from 2007. If that's the case, it might actually help us.

Anyway, I'm not sure how much the "centralized" database will help
removing the backlog. The problem is under-staffing and under-funding
of 10-20 people department for FBI name checks on millions cases....
