New 20K H-1 Qualification

I want to know whether a applicant on H-4 status with Master's degree from US university is eligible for the new 20K visas starting March 8th. Is there any restriction that the applicant has to be on F-1 status to qualify.

You are eligible for the new 20K visas. If your H-1B visa gets approved your status will be automatically changes from H4-to H1.

There is no restriction that a person has to be on F-1 to avail the benefit of exemption from the cap. You qualify if you possess a Master's or higher degree from a US university, no matter when you obtained that degree.
