In the summer of 2006 my wife's conditional resident status was lifted and she was approved for permanent resident status. A few weeks after our final interview, we received several notices from USCIS that we were approved including two welcome notices. We waited for the green card but it never arrived. We contacted the "service center" (Laguna Niguel) for us but they were of no help. They suggested that we file an I-90 and pay $260 again. A visit to the local USCIS office was of no help either. First they told us that our address was incorrect (it wasn't), then they told us that the conditional status was not lifted and that we have to file an application for permanent residency, then they told us to file an I-90, pay $260 but they could not send the card by registered mail nor could they guarantee that this time the card would arrive. In other words they were utterly ineffective in helping us in resolving the problem.
We just heard from another family that this exact same thing is happening to them as well. We feel that there is a serious problem either with organized mail theft of these cards or a logistical/system issue with the USCIS. We urge all of you that have had similar experiences to file a report with the US Postal Inspection Service:
