Need Urgent Help with I-864

My wife is applying for a green card and we are using a joint sponsor. We have the following dilemma: our joint sponsor is divorced and has one (1) child from his previous marriage…the child does not live with our sponsor nor does the sponsor claim the child as a dependent for tax purposes. However, the sponsor is required to and does pay child support. Should the child be listed as a dependent on form I-864? Thank you very much for your help and Happy Holidays.
 
Form I-864 asks "If you have dependent children, enter number here. What it means is you can have children but could or could not be your dependents. Since your friend is divorced much depends on what divorce decree says about claiming children as dependents, i am thinking he might not be custodial parent that's why not claiming as dependents on his Individual Income tax return 1040 even though he might be providing child support. Form I-864 purpose, try to go with info present in 1040, example number of dependents, AGI, etc, so as to substantiate or corroborate
