Need some help in H1B Transfer

Hi,

My wife is on H1B and currently doing her first year in residency. Her H1B does not fall under the cap. She wants to transfer to a program that might be under the cap. I have the the following questions:

(1) Will she be subjected to the cap when she files for H1B transfer?
(2) How do I know whether a program is under the cap?

(2) How do I know whether a program is under the cap?

>> call their human resource dept. Is it a non profit organisation/university/for profit etc etc.
like e.g.: i believe Hahnemann Univ hospital in Philadelphia is *for profit entity* so it will fall under cap.
