Need Information Please!

I have a friend who is unsure whether or not he is a citizen and both him and his g/f are too afraid to contact anyone to find out if he is. I dont know too much about his personal life before he got involved with my friend but I do know that he was married. He says that his ex-wife divorced him before they could finish paperwork or something and I am guessing therein is the problem. He says he can't get a job because his SSC says to contact the INS for verification or something to that effect. He thinks if they contact the INS he will get deported. He has been in the country for like 6 years I think and I have been told that you only had to be married to a US Citizen for 2-3 yrs to become one yourself. I dont know how much merit there is too that considering I am lacking on the side of immigration laws and it is just hearsay. I do know that he has been paying taxes since he has been living here and still does even after the divorce. He also has a Drivers license and again I was told that you can't get a drivers license in the US unless you are a citizen. I just want to know how much of this is true and how much isnt. They are looking for a solution but appear to be bullied into keeping quiet and doing nothing for fear of him being deported. I want to help them and would like to be able to give them the correct information to go about him living and working fear free in the US.

Also, they have been talking about getting married but again they are afraid that if they apply for a license or make his presence known that they will send him on the first flight out. Can they legally get married with no problems or should they be worried?

What paper work was being completed during his first marriage? Was it adjustment of status or citizenship application? If it was adjustment of status and the paperwork was not completed then that would mean that he is currently out of status and is in the country illegally.
The whole 'must be married to a US citizen for 3 years to become a US citizen yourself', means that the non USC must have been holding a greencard for 3 years, then can apply for citizenship.
How did the person in question enter the states? Did he enter legally or did he undergo inspection at POE. If he entered illegally then filing for adjustment of status is not as straight forward and will require the help of an experienced immigration lawyer.
To help you further and know what is being dealt with we need to know:
1) His current status (what paperwork was being filed for during his previous marriage).
2) How he entered the states.
