Hello,

Could someone "please" explain what is meant by the following statement?

In the "A Guide to Naturalization" in page 17 under REQUIREMENTS:

It states that if you are a Permanent Resident for the past 5 years and have no special circumstances. What do they mean by “special circumstances”? Is marriage considered one?

A friend of mine got out of an ugly divorce after he got his approval stamp for the permanent GC and was wondering if this is considered a special circumstance that may delay or disqualify him from getting the citizenship. Is that true? Since he still did not receive his plastic GC, what is the difference between having the actual card (10 year), and having the I551 stamp on his passport that indicates that conditions are removed and permanent resident status approved (as it relates to applying for US citizenship) other than having to get a stamp every year?
