Need Help to Understand Process

Hello,

I got my Green Card in 3/3/2003. I had heard that i can apply for Citizenship 90 days prior to 5 years of completion. Please let me know if this is true so that implies i would be eligible to apply anytime after December 3, 2007.

Also, what is the proceedure. Is there a link or website that i can refer for step by step application Process.

How long does it take for complete processing...

To #1. As far as I know yes that is true. Don't hold me on that one.

To #2. Here (USCIS LINK) you find instructions on how to go about. On the very bottom of the page are 2 pdf files. One is the instruction. The other one is the actual Application you can fill out by hand or on your computer.

To #3. Processing times depends on your case and so many other things. Especially now with a backlog as far as I know it can take months, years or maybe just weeks.

Before December you can get familiarized with the Guide to Naturalization published by the USCIS.

The Naturalization process has some requirements about:
- Time since becoming Legal Permanent Resident
- Residence in the District
- Residence in the United States
- Good Moral Character
- Attachment to the Constitution

The guide will give you a good understanding of these requirements.
Once you are familiar with them, you can start looking into your history for the last 5 years (where have you been living, working, travel abroad and duration).

The Naturalization process (also described in the Guide to Naturalization) is much more straightforward than the process to get the Green Card.

P.S.: It is often recommended to wait a few days past the 5 year minus 90 day milestone just in case the USCIS for example does not count 03/03/2003 as counting against the 5-year (i.e. if the USCIS the 5 years Legal Permanent Residence starts on 03/04/2003).
