Need help ! Salary less than 95% Prevailing Wage

Hi, All

Is anyone know in what case salary little less than 95% prevailing wage can get H1B approval ? My salary is $20/h, but for my position(software application engineer in Detroit area)prevailing wage is $23.02. I appreciate somebody can give me a hand to get H1B.
