Need help (refused under section 221g)

Yes H1 visa was refused under section 221g and the consulate on Friday took the original notice of approval and requested that i bring some documents that show that during my 5 months stay some legal action was being taken to change my status. My lawyer send all the documents on Friday but today on my third interview she notified me that she send back the application to ins and I have to prove to them not to her that some legal action was being taken. Please help I really need some help. She said she send a letter to my lawyer too. Please I really need help. What do I have to do now???
 
Can H-4 to (first) H-1 stamping be done in Mexico/Canada or Washington?

Can a H-4 to H-1 be done in Mexico/Canada or within the US (Washington)?
I was on a H-4 and this is my first H-1. For getting a visa stamped do I have to go back to India (home country) or can it be stamped in Mexico/Canada or within the US since this is a H to H transfer.

I asked 2 lawyers. One said I need to go back to India the other said it can be done in Mexico.
I want to know if any of you out there has obtained a stamp from Mexico/Canada in the recent past.
