Need help on NIW recommendation letters

I am new to this forum. I am thinking of applying for NIW petition, and wanted to seek the help and advice of folks on this forum. Here are my credentials:
1. Phd from a middle-tier University in Biological Sciences, currently post-doctoral fellow at top west coast university's medical school. Working on cancer biology
2. 7 publications (5 first author) in good journals, 6 national conferences, about 42 independent citations (excluding my co-workers and self citations)
3. Reviewer for 3 journals (can get letter from 1 editor stating as much)
I am in the process of hiring a lawyer.
I have a couple of questions:
1. I can get letters from Univ. faculty from several top universities both in the US and abroad, but probably not any government agencies at this point. Is this a requirement currently for CSC? Anyone know of any recent approvals at CSC without letters from government agencies?
2. I am a little unclear about the reference letters I would appreciate if experienced folks on this forum can share some of their letters or give me some pointers to writing successful reference letters (you can send me a private message). I would appreciate any help on this front.

1. It is certainly not a requirement, but I have been reading about a lot RFE's requesting one. I do remember reading about an appeal decision that stated that a government letter was not required. Maybe getting one will seal the deal, so to speak.

2. The reviewer will be looking for specific legal requirements within the petition, and this will certainly include letters. The letters have to be in support of the national interest claims you are making. Generally, regular letters of reference are not good enough. The wording in the letter has to be strong, stronger than you could possibly imagine.
