Need Help on EAD...Please Help

A friend of mine applied for the I-485 at Texas Service Center on July 15th. INS received it on August 30th, which is his Notice Date. Unfortunately, he got laid off a week ago. He still haven\'t received his EAD yet.
How long it is taking to get EAD from Texas Center?
