Need Help !!!- Is signature from my employer required on the certified 9089 form?

My PERM has been approved recently, and I am preparing for my I140 applicaion. However, I have a dispute with my lawyer, regarding the signature on the certified 9089 form. My opinion is that all three parties: my employer, my lawyer and I need to sign the certified form for I140 filing. My lawyer, on the other hand, said that NO SIGNATURE should be put the certified form. Instead, we should sign the printout (the populated form after submission), and put the submission date (not the approval date) there. Moreover, the signed form should be kept at lawyer's office without sending out to USCIS for I140 filing.

Could any people here give me suggestions? Did you ever put any signature on the certified 9089 form for I140 filing?

According to the perm9069 form in:

Section L(Alien declaration)
Section M(Declaration of Preparer/Lawyer)
Section N(Employer Declaration)

All 3 sections have a Note that reads the following:
The signature and date signed do not have to be filled when electronically submitting to the DOL for processing, but must be completed when submitting by mail. If the application is submitted electronically, the certification MUST be signed immediately upon receipt from DOL before it can be submitted to USCIS for final processing.
