Need help in interpreting CAIPS notes

Hi guys,

Anxious over delay in getting passport request (I sent medicals and other docs in April-May 2004), I ordered my CAIPS notes. I also ordered the CAIPS notes coding kit.

My CAIPS note says like this:

FILE TO OFFICER FOR FINAL REVIEW
============ B045103XXX CW 07-JUL-2004 ==============
STAT REQMTS MET
FOSS CHECK = NEG ENFORCEMENT

PPT REQUEST REQUIRED
============ B045103XXX MK 16-JUL-2004 ==============
============ B045103XXX MK 16-JUL-2004 ==============

Does the line "FOSS CHECK = NEG ENFORCEMENT" have any ominous significance ? Does FOSS mean Foreign office security screening (forgive my paranoid mind :) ) ?

What does 'PPT REQUEST REQUIRED' mean ?

To those of you who got passport request and obtained CAIPS notes around same period, does this look familiar ?

And then there seem to be 2 updates on 16 July, but no notes.

Also, although CAIPS notes indicates medicals were received for me and wife and they are OK, MEDDEC (Medical decision) shows 0 (decision not made).

Same for FINDEC (final decision) -- it still shows 0
(decision not made).

Another line says:
"FILE BF'D TO MKP ON 30-09-2004" which is a future
date! What does this mean ? Is it just a quarter-end thing or is it that someone is going to process it on Sep 30 ?

I know many these are pretty cryptic, but would welcome any suggestions/recommendations from you guys, because I HAVE to know what happened here -- I have provided them everything that was needed and nothing is pending from me. I have to somehow go to the bottom of this.

Let me try to help

1) FOSS seems to be your record at a Canadian consulate abroad. ex I had applied for a visitor visa and received it in 2001 . It is noted under the FOSS Category like

FOSS: No Enforcement
CVV was valid until Month, Date , 2001
So I guess Yes enforcement would be a bad thing (maybe you have been denied a canadian visa before), Negative Enforcement I am guessing would probably mean you have never applied for a Canadian visa (of any type anywhere in the world) before this.

2) I have received my Canadian visa now, but my last CAIPS also said
MEDDEC 0
AND IT ALSO SAID
BF FILE TO xxx on 28-08-2004 Which is a date later than when I received my visa
For medical you should look for a M03 or a M01 code on your CAIPS. If you have that it means your medicals were approved.

Sorry cant decipher much else

This makes me feel much better.

Based on your observations FOSS seems not be an issue with me. You are right I never applied for Canadian visa before.

What was the latest update date on your last CAIPS notes ? Was it before or after the date of their mailing your passport request ? If it was before then there is a likelihood of some later updates which you don't see on your notes. Otherwise, what you see in your CAIPS notes might be pretty much the latest.

Was there any note to indicate something to the effect of 'PASSPORT Request sent'.

Did you have a similar line like 'PPT REQUEST REQUIRED' ? This was the last line I have on the history. Did you have any more update notes after this ?

1) Last update to Caips notes was on 29th July 2004. Passport request received aprox 2nd week of August(17th August I think) - so there may or may not have been additions to the notes in the 2 week gap.

2) No mention of 'PPT REQUEST REQUIRED'

Appreciate your feedback.

I will fax to CIC informing them of my findings from CAIPS notes, asking why they haven't sent the PP request and why the online e-cas status is still 'In Process' .
