You can go from an H4 to an F!. However, this can mean you will have to pay overseas tuition fees, some institutions and states will give you in state rates on an H4. You will need to fill form I529, provide I20 from the college you want to attend. Also have to provide documentation that you can afford to pay fees. I was told to also include approval notices of the H1 holder showing why that person was already in the US.

Once you sign up at college their international department will take you through step by step but you can convert from an H4 to an F1.

My partner changed his status last week. Lynne explained it all, but in my lame terms (cause I'm not too technical with stuff like this) He just had to make an appointment with the International Representative at his college and she took him through it step by step. First he needed to take all his documents to her, passport, h4, i-94, h1b holders details (passport, i-94 etc) and provide all the financial details of his sponser which showed he had the necessary funds to pay for his tuition, which in his case was $24,000 a year.

The representative filed all the stuff together for him to mail to the USCIS (is it) himself, provided him with an i-20, and now he has to wait 90 days to hear back from uscis to see if his application has been approved or not.

It was all done in 2 meetings. Not too bad. Expensive, about $300 in fees and hectic, but not too bad.
