need help for eligibility question.

Hi,
I am new member to this forum.
I needyour help in determening whether I am eligible to apply or not.
I became PR on april 15 2003.
I am married to USC.
My question is should I apply 3 months prior to 3 yr or after 3 yr of becoming PR.

additionally, you have to married with the same USC for at least 3 yrs.
