Need help choosing the best path for myself.....

Hello,
i am a 27 year old student been in the U.S from Kindergarden to high school graduate.
with the except of one year which i went out of the country around 1994, all times entered with tourist visa i believe. I have no one except brother a U.S citizen.
what would be the best way to get a GC or Work permit. i've heard of AOS don't know if it applies to me or any other acts that i would qualify for.

From your query it sounds like that you have legally entered US and have overtayed several years, your US citizen brother will not be able to do much for you at all for AOS.
The ONLY way you can do AOS is by getting married to a USC.
 
You are subject to a 10 year ban for illegal overstay. Leave the US; your brother can file for you; by the time your priority date is current, you will be eligible to reenter.

Why do people do this to themselves!!! Your problem is of your own making; you could have exited at 18 and would not have the ban.
