Need Help: Can I do CP at any consulate?

Mine and my wife\'s passports were issued in Punjab but my wife\'s family resides in Mumbai now. Do we have to apply for CP at New Delhi being originally from Punjab or can we indicate Mumbai as our preference? Does it matter--is one better than the other?
Any info on this matter will be REALLY appreciated.

I was approved for a consulate in Montreal. Then I called the NVC and asked them if I could do my CP in Prague. They said no problem, just send us a fax requesting this change. Now, I am doing my CP in Prague. Good luck!
