need Employment verification letter

My wife got laid off from her company in Oct 2004. She got her 140 approved in Dec 2004. Now to file for 485 she needs a letter from the employer saying that they intend to offer her permanent employment.

What are the best arguments you can put forward to the employer for them to give you the letter.

some to some attorneys and they said doing what you suggest will be fraud and the INS might get on my case for this..

So I am inclined to give up in this case..
