Need clarification about USC Brother sponsering alien sister

My mother-in-law came to the US legally in 1991 but overstayed her time. She has been here illegally since then. Her USC brother is going to fill an AOS for her and my father-in-law and their two children under the age of 21.

They were told by someone who is familiar with the immrigration process (though NOT a immrigration lawyer) that it would take them less than two years to get a GC but after browsing the forums, it seems to me that it would take 10+ years because a brother-sister relationship gets fourth perference for visa numbers.

Please clarify?
 
Yes, it will take 10+ years since brother-sister relationship is not considered as immidiate relative. Since she has overstayed her visa, I am not sure will that be any problem or not.
