Need Answer But not Asylum Related Issue !!

First of all I apologize bringing this matter to this forum cause it's not asylum related.
I got a question & I want to see what you all have to say before seeing an attorney.
OK this is about a friend of mine who's mom gained PR status & applied for her son ( my friend aged over 21 at that time) a relative petition (I-130) back in 2001. Mom never maintained her PR status.
After all this time I received an approval notice(My contact address was Used) from USCIS saying petition has been approved & USCIS has sent the visa application to the Department Of State National Visa Center Portsmouth, NH.
In the approval letter it says Visa center will contact the benificiary ( my friend) concerning further immigrant visa processing steps.

Now my question is since my friends mom who actually applied for my friend herself didn't maintain her PR status is there any chances for my friend to get his paperwork processed as the approval letter? Or the approval letter will just get disregarded as soon USCIS will find out that his mom's ( who actually applied) PR status is not even valid?
What should my friend do about this? He finished his bachelor's here in United States back in 1996 but left as soon as his studies over. He visited States couple of times after that with a visitor's visa.
Just share what ever you think or know regarding this. I sure appreciate all your help as I always did in past.
