My friend has EAD and his GC is under process. Can he work part time for any other employer? Will it be any effect on his GC process?

Not until his I140 is cleared and I485 is pending for more than 6 months.. Recently there was a talk that may be you dont need I140 adjudicated but do so only in dire circumstances.. Hope this helps..

I mean he is not going to leave his present employer...he just wants to put 3 to four hours every week. ..for some work he will be paid some amount.

Yes, EAD gives permission to work with any employer till the decision on his I-485 is made.
