Need advice, PERM labor approved, now what?

Recently received information that my PERM labor (EB3 filed on 24th Oct from CT) has been approved. I wanted to know what is the next thing that I need to do. My 6th year starts tomorrow.

1. Can I file for I-140 or do I have to wait for priority dates to become current?

2. I got a call from a consulting company with a job offer. basically the guy tells me that he can transfer the H1B and get perm approved and I-140 can be filed, which gets approved in perm in 3-4 months, which can help to get a 3 yr extension. Although I don't believe him.

You can file I 140 rightaway. You don't have to wait for the priority dates to become current. I 140 approvals are fairly quick these days. Once you get your I140 aproved as well, you can extend your H1B by another 3 years once your 6th year ends, if your priority date has not become current yet.

If you change jobs you will need to file PERM again. And with the randomness in the system, I would advise that you stick to your current employer.
