need advice, child of a LPR/USC, overstayed visa

hi, i have few question for you guys and i hope you can help me cause im starting to get scared. I came to the U.S in 1996, i was 14 at the time, with my mom and dad. my mom was a perminant resident and i came here with a visitor visa. shortly after my mom filed a petition for me to become a perminant resident. Since no visa numbers were available i was unable to file an i-485. My visa expired i but i stayed here with my mom and my dad passed away shortly after. i went through 4 years of highschool and one year of college without status, just my i-130 notice in hand. later on when they started giving V visas i got one and shortly after my mom became a citizen, so i applied for perminant residency while under V visa right before i turned 21 (child status protection act applying). My V visa expired and my LPR case is still pending fbi checks (ip errors). i just want to know, am i screwed since i stayed here for so long without status even though i was a child?

So does that mean that i had to pay that 1000 dollar fee? cus i though i didn't since i was under V status when i applied
