Lets say 10 ppl submit an application to the nebraska service center. #1 applicant submitted on June 2003 while #10 submitted on August 2003 and lets say #1 needs more evidence for his case to be processed(better pictures, wrong amoutn of money, rfe of identity etc). When BCIS repots application dates, they query a database where all the Travel documents pending and dates reciept sent are shown..#1 shows that its pending since June 2003..It doesnt mean #10 is not BEING PROCESSED! It just means that an application with the receipt date of June 2003 STILL has to be processed hence the date reported..
