Nebraska or Texas - How does one know?

Hey all,

I am just trying to understand something here and I was hoping you all can help. When my labor gets approved through PERM and I decide to file my I-140 and I-485 concurrently, do I really have an option to file my case in Texas and not in Nebraska (I work for a company in Virginia so Nebraska is the default) or to transfer it to Texas from Nebraska since TX is faster? Do all the cases go to Nebraska by default for the selected states?

Any thoughts? By the way I am not from India or China hence no priority dates issues
 
This particular question was not answered or atleast I couldnt find it. I know its sent to Nebraska first but part of my question was what factors decide if it moves to Texas?
