ND2002 Isn't It Weird?!

My father's ND Apr2002
He got his bio code3 done but never received his RFI.
Isn't he supposed to receive his Medical exam request and G-325A??

He needs to check is case status online and make sure uscis didn't mail anything.If there is no mail lost,he will get his RFI sooner or later.

what's the normal procedure then?
should he receive both rfi and bio at same time?
damn i called bcis and they told me to wait 30days to response to unreceived mail.
