NCSC "temporary problem"

help with 800 number "temporary problem"

When I call 1-800-375-5283, press 1-2-6-1, and then
enter my receipt #, I get the following message:
"Due to a temporary problem, we cannot access your
information at this time. Please call back at another time."

As far as anybody can tell, is the problem temporary?
Is there any other way (other than the sequence 1-2-6-1)
to talk to a human being?

Got the same problem a couple of time, somehow I actually was able to talk to another human, try "change of address" or something like that, once you are talking with someone , they can redirectionate your call, at least try.
