On this page, the N-400 processing times are listed only for district offices. However, the naturalization application is submitted to a service center. How do the service centers route these applications to a district office?
For example, if I live in New York City, I submit my application to the Vermont service center, but then is the application handled by the New York City district office or some other district office in New York State? The New York City district office has very long processing times (almost 2 years!), but other district offices in New York State have more reasonable processing times. Are the processing times listed on the URL above generally accurate?
