This was in an a article that was on nypost..I cannot find the online version but here is what I have typed..It talked about new Visa rules where fingerprints will be collected overseas..and other restrictions..etc!..It also talked about backlogged cases for ASylees and PR's..Here is an excerpt..
"Besides the renewed visa rules, the EOIR ( Executive Office for Immigration Review ) is starting a National Immigration Court in Falls Church, VA, to handle hearings by video of backlogged cases from courts around the country. It will start on July 19, 2004.
The parties will appear at the local court, but the judges will sit in their offices in Falls Church, VA, and the hearings will be held by video conferencing. "
