National Foundation for US policy report on Green card backlog

Report is pretty awesome...pretty objective in it's assessment...

The report brought up an interesting point that when comes to handing out
H1B visas - they do not worry about country quotas....but when it comes to EB green cards - they enforce country....that's a DISCONNECT....in US Immigration policy...
 
Be careful ... with the H-1B quota running out so fast, they may decide to also implement a per-country quota for H-1B.

He made a nice point few months ago. Anyway, you just need to remember that H1B is temporary while GC is permanent status. Therein lies the root of the per-country limit - temporary workers need not to be diverse, unlike new permanent residents.

Also keep in mind that H1B and EB are not humanitarian programs devised to help poor and talented foreigners. $100 (or $10) notebooks will do that.
 
The morale of the logic is the injustice to a person born in big country like India and China who are producing much more STEM talent than any other country. Should person be penalized only due to his/her born in that country? The idea behind per-country quota was to promote diversity but 140K yearly quota represent less than 0.0005%! The source of EB applicant is H1B. When you don't have per-country quota in h1B, it would be difficult to solve problem of backlog.
I am not sure, are they going to implement per-country quota in proposed legalization of 12 millions illegals?? In this case Mexico will get 0.84 million quota per year and I believe 10 millions Mexican illegal will take 12 years.

If they don't implement per-country quota to proposed legalization of illegals, where is diversity? 12 millions represents 0.04% of US population? Why injustice to only EB categories in name of diversity?

I think it is time to convey this issue to lawmakers before it is too late.

Check your facts & numbers

"India and China who are producing much more STEM talent than any other country"

If you are talking about the number of 4-year graduates, you need to check your facts (look up the numbers for Russia).

And if you take out the people who think that 140K represents 0.0005% of 280MM from the talent pool the ratio might change.
