Name confoooosion: Please help

Apologize if this question has already been asked and answered. I became a US citizen in July and applied for my mom's I-130 immediately after. The USCIS has sent me a notice regarding the I-130. The problem is this: my mom's name in her passport is "<first name> Devi" but in my birth certificate in the mother's name row, only the first name appears. This was a mistake made during the issuing of my birth cert. Now, USCIS is asking me to submit my mom's birth or marriage certs. I have neither of those and I am not sure how this will clarify the confusion. I have called them up several times and none of the agents know how to solve this issue. What I am thinking of doing is this:

1. Submit a letter from me saying both names are of the same person.
2. An Affidavit from my mom saying both names are hers.
3. An affidavit from our relative saying that both names are same and that they have known my mom all their life.

Has anyone seen this kind of issue before? What do you guys think about my approach and any suggestions?
