Name check why?

I have read many postings concerning the name check but I didn't see any with why do some people have to go through this period of anxious never ending waiting while the others get their response right a way. For instance, my cousin and I applied for citizenship the same year, I got the dreadful " a decision has not been made yet" and he got a congratulation note and a week later passed the oath. Is the name checking done randomly or does it imply something else? Does it depend of the immigration officer? I would appreciate any input in this matter. Thanks

The namecheck is initiated well before the interview itself. Whether the namecheck is completed by the time the interview occurs seems to vary greatly from applicant to applicant.
