name check pending 2 years

I married to a citizen Dec 2003 with H1b, submitted I-485 Feb 2004, got AP and EAD couple months later. We had an interview on July 1, 2004, and have been pending for name check ever since.
I tried all the way possible to expedite my name check process:
1. Email/write to FBI
2. Ask help for local senate and Congressman
3. Make several inquiry about case status with USCIS through Info pass

I am thinking of hiring an immigration lawyer to sue FBI as some people suggested.
Does anybody have such experience or any idea to fast background check process?
