Name check ,Lie & Department of State

Today I received an e-mail from FBI regarding my inquiry about my sister's immigrant Visa .

FBI says, "There is no request yet from Department of State regarding your sister's name check clearance"

But since January,2004 US consulate & Department of State are saying that they are waiting for name check clearance from FBI.

It is contradictory !!!!! FBI did not get any request from Department of State & Consulate regarding my pregnant sister's name check clearance.

DOes it mean that US consulate is lieing to my sister.

What should my sister do right now?

All advices are welcome..

Today Department of State customer service lady is saying me that- Name check clearance necessary from different agency , not only from FBI (although she was not sure, she could not give me specific answer)

At a glance, it seems to me that somewhere in the desks, my sister's name check file is just gathering dust.

I appreciate FBI that they are very professional & promt regarding any question.
