Name Check affected by back log???

I just called VSC, it is quite interesting what they told me:

The lady claimed certain steps of security check can not be initiated without visa number (or something like that), and it is affected by the back log.

She told me that since visa is available now, they have resumed my case (started name check ???)

-- I have always thought security check and back log are not related, seems it does...

any comments on this?

Well - unless your priority date is current (ie, your visa number is available) they won't even touch your case. Once your date is current, they'll start the 'processing' - which means, the checks, documents, the various steps of adjudication etc. I'm not sure exactly which check they do at this point (especially in my case, because my originial Name Check was already done once before the retrogession) - but IBIS checks are quite likely.

Should they start security check

upon receiving my I485 Application? I called them multiple times and each time they told me they could do nothing on my case due to security check, at one time they even told me how to contact FBI to ask for its status

-- Or is this their alibi so people can't blame them for their incompetence?

This is very confusing...
