Name Change/Selection Service/Time line - San Jose

Hi Everyone,

I have the following questions. I would appreciate if anyone can address them.

1. My wife is planning to change her last name. Is it possible to do it in San Jose (I heard something like there should be a court which does the oath in the area that allows it). Appreciate if anyone can throw some light on this.

2. About the Selection Service, is it true that you don't have to get a number if you are a lawful "non-immigrant" between 18-26 ? I was born in May 1974 and got my GC (had my passport stamped after CP) in March 2001. So, technically I was a non-immigrant between ages 18-26 and don't have to get a Selection Service number. Is it a right assumption ?

3. If I apply now, what would be an estimated timeline for the whole citizenship process - FP, Interview, Oath . my wife is expecting in early July . and I don't want to have a clash.
