My wife took the citzen test she passed the test. We wanted to change her name to my last name. The immigration officer at the Virginia Headquarters told her that she get a letter in the mail from the court to go and get a name change. It has been three weeks we haven't heard anything. Does anybody know how long it take? Any advice will be appreciated. Thanks

Did she request a name change at the interview or when submitting the N-400?

Some district offices (eg. San Francisco, San Jose) do not provide name change service at the time of interview. Your request for name change was not considered at the interview, I think you need to get the name change through court order. The whole process takes from 4 to 8 weeks (petition and order to show cause for change of name) and it costs money. If the name change is done at the time of citizenship interview it costs nothing and an easy process. You need to check either with IO or court, instead of waiting for the mail to come to you.

If USCIS will not facilitate the name change as part of the naturalization process itself, do not get it done by a separate court process before the oath is completed. It will almost surely delay the oath. Wait until the oath is done, then take care of the name change separately. Once the name change is done, you can apply for a passport with the new name using the name change order combined with the naturalization certificate.
However, because this name change is due to marriage, a separate court process is probably unnecessary. Your wife should be able to get a US passport with her new last name by using the marriage certificate in combination with the naturalization certificate when applying for her passport.
