Name Change after GC Approval- need your opinion

My wife's and mine GC approved on 11/28/2004..... My wife want to change her last name.. next week going to Indian embassy to apply for name change
Can you please post any information about it..
How to apply for name change on GC?
When is good time to apply for it....after stamping? or after receiving first GC card?
