Name/background check - Mandatory!?

Hi,
I know that having FP cleared is mandatory for I485 completion.

Is it also true for name/background?
In other words, Do all applicants must have their name/background checked
or, does FBI make the desicion per applicant basis?

Please share your experience.

I believe its must for all the applicants.
