My friend's family was naturalized in January 2004. However, one of her brothers was under 18 at the time and they submitted a N600 in August by certified mail (I have no idea why they waited 8 months). Postal records indicate that the application was delivered on August 9, 2004. Norfolk office is currently processing N600 application with PD November 9, 2004. As of today they have not received a receipt and my friend's brother turned 18 already.
I advised them to look thru their bank statements to see if they can get a receipt number of off the check they had sent them.
Is there any other way they should proceed with this matter such as a specific office to contact within USCIS or maybe in a Senator's office?
 
Tell your friend to stop worrying. He is already a US citizen. The fact that he turned 18 does not matter one little bit. Even if they sent the N600 when he was 90 years old he is still a US citizen. Explanations for this are given in multiple threads in this forum (search "Child citizen act")

My recommendation is:

1. First apply for a US passport. It takes at most four weeks and all you have to do is bring his GC, Birth Certificate and Certificate of Naturalization of one of the parents.

2. You can then set Infopass inquiry into why there is a delay in his processing.

Yalag is right!
He has already been a USC the moment his parent/s were naturalised as USC, provided he was already an LPR and living within USA at that time.
